HPC is governed by a committed Board of Directors who bring deep sector knowledge and relationships to this role.

Our current Board Members are:

Kevin Albers

HPC Chair and CEO of M'akola Group of Societies

Kevin Albers is a Chartered Professional Accountant, Certified Aboriginal Finance Manager and holds a Certificate in Project Management.  Kevin has extensive experience in Project Management/Property Management with affordable housing, and commercial/residential development.  Kevin has demonstrated successful experience working with BC Housing, CMHC, VIHA, Indigenous and Northern Affairs Canada (INAC), numerous municipalities, First Nations and conventional lenders to secure a variety of projects and funding including affordable rental housing, assisted living, and supportive housing.  Kevin is the Chief Executive Officer of the M'akola Group of Societies (since 1997).  Kevin has navigated the Society through massive expansion (nearly tripling to nearly 1,600 housing units and 100 employees) throughout most of the Province of BC.  

 

Justin Marchand

CEO, Ontario Aboriginal Housing Support Services Corporation (CIHCM, CPA, CMA, BComm) (he/him/his)

Justin is Métis and was appointed Chief Executive Officer (CEO) of Ontario Aboriginal Housing Services (OAHS) in 2018. Prior to that, he held the titles of Director of Corporate Operations and Programs Delivery Manager and has been with OAHS since 2009.

Justin has 20 years of progressive experience in a broad range of sectors including two publicly listed corporations, a large accounting and consulting firm, and a major crown corporation, and holds numerous designations across financial, operations, and housing disciplines.

He was most recently selected as Chair of the Canadian Housing and Renewal Association’s (CHRA’s) Indigenous Caucus Working Group and is also board member for CHRA.  Justin is also an active board member for both the Coalition of Hamilton Indigenous Leadership (CHIL) as well as Shingwauk Kinoomaage Gamig, located in Bawaating.

Justin believes that Housing is a fundamental human right and that when Indigenous people have access to safe, affordable, and culture-based Housing this provides the opportunity to improve other areas of their life.

 

Lori-Anne Gagne

CEO, Victoria Park Community Homes

Lori-Anne joined “Vic Park” in 2014 bringing with her over 30 years of experience in social housing. She began her social housing career in 1986 with a development consulting firm in Northern Ontario.  

In 1992, Lori-Anne launched her own property management firm in Sudbury, Marlor Management, specializing in non-profit and co-operative housing. During her 14-year tenure, Lori-Anne gained an appreciation of the challenges faced by providers in trying to deliver safe, affordable, community housing.  

Lori-Anne relocated to southern Ontario in 2006 to join the Agency for Co-operative Housing.  

In 2009 Lori-Anne joined the Housing Services Corporation as Manager of Stakeholder Relations before joining Victoria Park in 2014.

Stephen Bennett

HPC Board Vice-Chair and CEO, Affordable Housing Societies

Stephen Bennett has served as the CEO of the Affordable Housing Societies (AHS) since 2017. Prior to joining AHS, Stephen was the Executive Director of Evergreen Campus of Care in White Rock BC, and was responsible for the transformation of the campus, including the construction of a 252-bed state-of-the-art senior’s care facility. During Stephen’s time at Evergreen the organization also achieved an “Accredited with Exemplary Standing” status with Accreditation Canada.

Under Stephen’s leadership, AHS has embarked on an ambitious Strategic Plan, whose focus is to increase its portfolio from 3600 units of affordable rental housing to 5000 units of affordable rental housing in the Lower Mainland of British Columbia by 2030. Currently AHS has approximately 600 of those new units in various stages of construction.

Stephen is a past Board Member and Vice President of the Denominational Health Association, and past Board Member and Chairperson of the Wellspring Foundation for Education. In addition, Stephen has sat on various committees both in the heath care sector and the not-for-profit housing sector. In his spare time, Stephen is an avid mountain biker and skier, and can be found in his local trails and forests on most of his days off, and on the ski slopes of southwestern BC throughout the winter. Stephen has a BA in History, and a Masters Degree in Administrative Leadership from Trinity Western University.

 

Martina Jileckova

HPC Board Chair, Membership Committee and CEO, Onward Homes

As CEO of Onward Homes, Martina is passionate about Onward’s vision: with homes for all, people and communities thrive.

Martina came to the role in 2017, with 20 years of experience in the real estate sector, and a strong track record of driving transformational growth, solid operations, and meaningful partnerships. With an ambitious strategic plan, Onward offered the perfect marriage of her experience in real estate and her passion for implementing innovative solutions for Calgarians in need. Over the last 15 years, Martina led the development of more than 1,000 housing units in the non-market sector.

As a respected leader within the industry, Martina is committed to building strong partnerships with government, private sector and community groups. She currently serves on the board of Housing Partnership Canada. Martina also served on The City of Calgary’s Subdivision and Development Appeal Board (SDAB) for more than a decade and holds a Master of Environmental Design degree from the University of Calgary and a Certificate of Advanced Real Estate Development Economics from Simon Fraser University.

 

Paul Chisholm

CEO, London & Middlesex Community Housing

Paul has worked in the public and non-profit sectors for over 30 years. Since 2003, he has worked in community housing leadership roles with Toronto Community Housing, Housing Connections, the City of Toronto and Durham Region Non-Profit Housing. Paul has been the Chief Executive Officer of London and Middlesex Community Housing (LMCH) since October 2021.

Paul has a history of leading transformation change in complex environments to support service system improvement. At the City of Toronto, Paul initiated the first large-scale Choice-Based Letting initiative in North America and leveraged Human Service Integration to improve service outcomes for clients looking for affordable housing.

Paul's leadership now extends to capital renewal investment at LMCH, introducing the first new community housing development in 50 years with a vision that centers on purpose-built accessibility and affordability housing. With a passion for improving programs and services, Paul aims to elevate the tenant experience for all London & Middlesex Community Housing residents.
