About Peterborough Housing Corporation

Prior to January 1, 2001, PHC operated as The Peterborough Housing Authority. At that time, The Province of Ontario devolved the business and associated costs of social housing to the municipalities, the initial wave encompassed all of the former public housing units which had been part of Ontario Housing Corporation. The assets of OHC were divided amongst 47 different Service Managers, some to regional governments, some to municipalities and some to district areas. The PHC portfolio is tied to provincial debentures dating back to the 1970’s. These debentures began to expire in 2014 and by 2024 the province will be fully divested of all interests in the properties in Peterborough.

The City of Peterborough, in their role as Service Manager for the City and County of Peterborough, became the “sole shareholder” of PHC. The City had a choice of models for its local housing corporation and chose to leave it as a stand alone corporation, one of eleven in the Province, with its own Board of Directors, nominated by a Board Committee and appointed by City Council.

Under this model PHC has had the flexibility to expand and develop new units under the Affordable Housing Program, reach out and form new partnerships and provide community services for its residents. With the support of the City of Peterborough Housing Division in the Department of Planning and Development Services, PHC has flourished and has been recognized as a leader in housing and in the community.

Programs and Services

Peterborough Housing Corporation prides itself on serving our community by providing, delivering and maintaining quality, affordable housing in a safe, healthy and secure environment. Since its incorporation on January 1, 2001, Peterborough Housing Corporation (PHC) —the largest social and affordable housing provider in the City of Peterborough and surrounding County— has played a significant role in the local housing market and has been recognized as a leader in housing and in the community.

Currently, PHC owns and manages over 1100 units of senior, single, and family units, providing homes to over 4000 residents. PHC serves as a rental landlord for low and moderate income households and as an affordable housing developer. PHC’s housing stock includes high-rise apartment buildings, detached homes, walk-up apartments, townhomes, quad-plexes, and semidetached homes. PHC staff maintains the PHC housing portfolio and provide frontline housing services to many residents. PHC has also been active in developing new affordable housing to better meet local needs, and assisting local housing providers in developing units of their own.

PHC also manages, under an operating agreement with the City of Peterborough, the centralized waiting list for all social housing providers and currently has 1,600 households waiting for rent geared to income units. The administration of rent supplement programs also rests with PHC. These programs provide units in the private market whose residents are subsidized and total in excess of three hundred units of housing.

Our Housing Social Workers caringly serve our tenant population and have been instrumental in wrapping around tenants to support their personal resiliency and ensure successful tenancies.

Partnerships with community organizations have led to the development of numerous innovative projects that include the provision of wraparound services for residents. This includes an 81-unit supportive seniors’ housing initiative with the Peterborough Regional Health Centre, the Central East LHIN, Central East Home and Community Care, and the Peterborough Family Health Team. In addition, there are 34 units on the same site, including Homeward Bound – a wraparound program that assists women-led families living in unstable conditions to successfully transition to sustainable employment, permanent housing, and independent living – as well as a lease that include space for Compass Daycare for 49 children, including 10 infants, plus administrative offices. Another development has been launched in Havelock that combines seniors housing with a community hub.

Operations are overseen by a Board of Directors, who are nominated by a Board Committee and appointed by City Council.
